Working Group for Community Beds and Ambulatory Services Reconfiguration In September, the NHS Mid and South Essex Integrated Care Board (MSEICB) announced a six-month delay in the final decision-making regarding the reconfiguration of community hospital beds, a midwife-led birthing unit and ambulatory care services. The decision follows an extensive public consultation, where valuable feedback was gathered from patients, staff, and the wider community. This additional time is allowing the NHS in mid and south Essex to develop comprehensive solutions that address the needs of local communities to enable staff to deliver the best possible care and make the best use of taxpayers’ money. Previous Pause Next St Andrew's Centre for Plastic Surgery and Burns The St Andrew's Centre, based at Broomfield Hospital, is a leading specialist facility for burn care and plastic surgery. Offering comprehensive and cutting-edge services, the centre plays a pivotal role in delivering advanced care to patients across the Eastern region, aiming at excellence in both treatment and outcomes. With a proud legacy of over 50 years, the St Andrew's Centre serves as a key regional hub for plastic surgery, catering to a population of 3.2 million. Its burns service covers an even wider area, providing expert care for approximately 9.8 million people. The centre’s extensive range of services includes a dedicated Intensive Care Unit for adults and children with severe burns and major skin loss, specialised burn wards for both adults and children, and a dedicated outpatient facility. In addition, there are specialist plastic surgery wards for patients recovering from trauma, as well as those undergoing treatment for cancers such as skin and head-and-neck malignancies. We also have a hand trauma unit and specialist hand therapy services. Each service is meticulously designed to offer expert care tailored to the specific needs of every patient. Originally located at St Andrew's Hospital in Billericay, which began as a Victorian workhouse, the unit evolved into a regional centre for plastic surgery and burn care. In 1998, it relocated to Broomfield Hospital, where it continues to build on its rich history of clinical excellence. Today, the St Andrew's Centre is recognised for its approaches to burn care and plastic surgery, maintaining its reputation for high-quality care and leadership in medical advancements. People involved in your cancer care Medical team You will meet your medical team when you are first diagnosed. This may include a consultant (clinical/medical oncologist), surgeon and specialist registrars. You will be regularly reviewed by your medical team during and after treatment. They will explain your diagnosis and treatment options. Clinical nurse specialists (CNS) Clinical nurse specialists (CNS) are key workers who have skills and expertise in cancer care specific to your diagnosis. They provide physical and emotional support to you and your family, acting as a point of contact throughout your journey. They help in coordinating your care and are available if you have any concerns about your treatment or follow up. They will provide information about your diagnosis in a way that you can understand, explain possible treatment options and their side effects, provide symptom advice and onward referral to other services offering support, if needed. Your key worker acts as a link between you and other healthcare professionals both in the hospital and the community. Cancer support workers (CSW) Cancer support workers (CSW) are part of the cancer team and work closely with the CNS. They will support you from diagnosis, through treatment and beyond. They may carry out an holistic needs assessment. Treatment (oncology) teams Depending on your treatment plan, you may meet surgical, chemotherapy and/or radiotherapy teams. These will look after you during your treatment and can answer any questions you may have about the treatment you are going to have. Other healthcare professionals Depending on your diagnosis, you may meet other healthcare professionals. These may include dieticians, speech and language therapists, physiotherapists and occupational therapists. Navigators Navigators are part of the cancer support team and may be involved in coordinating your care such as arranging appointments. Last published 02 Oct 2024 10:00 Planning your cancer care After you have had some tests, you may be referred to the cancer multi-disciplinary team (MDT) — a team of healthcare professionals such as: consultant specialist (doctor) radiologist (a doctor who specialises in reading scans and xrays) pathologist (a doctor who specialises in looking at cells under a microscope and diagnosing the cell type) clinical nurse specialist (a nurse who gives you information and support during treatment, also known as CNS or key worker) other doctors and allied healthcare professionals (AHP) involved in your care. The purpose of the MDT The purpose of the MDT is to make sure that you get the most appropriate treatment for your condition. Your case may be discussed at a variety of cancer MDTs specialising in different areas of the body. This is to reach a confirmed diagnosis. All tests and results you have had are taken into consideration so that you can be offered the best treatment plan. This will be discussed with you either at an outpatient's appointment or within the hospital setting if you are an inpatient. A record of your care plan A record of your care plan will be placed in your medical notes and a copy will be sent to your GP for their reference. If you want a copy, please speak with your clinician. Understanding your care plan Once the MDT have agreed your treatment plan you will be invited to an outpatients appointment or will been seen at the bedside (if you are an inpatient) by a consultant or CNS to discuss the outcome. They will explain next steps and options available to you and will ask for your consent to start your care plan — if you have any questions or don't understand, please ask them then to explain and clarify to help you make an informed decision. You will also be given leaflets to read for more information. You may find it helpful to have a family member or friend with you for support. You will not be expected to make a decision at this time. Chemotherapy day units Our Chemotherapy Day Units (CDU) administrates drug treatments such as chemotherapy, immunotherapy and targeted therapies in a variety of ways to best suit your treatment. Oncology outpatient department The oncology outpatient department at Southend provides a comprehensive service to diagnose, treat and support people with cancer. What we offer The department see upwards of 200 patients a day to make sure that they are getting the support, treatment or intervention they need according to their care plan. Throughout the day many specialist clinics will be taking place which include: Face to face consultation, breaking bad news. Follow up during chemotherapy/radiotherapy treatment. Wound dressing support for patients that may need this due to various treatments. Oral (tablet form) chemotherapy administration. Oncology patient blood tests. Clinical nurse specialist face to face and telephone appointments. End of treatment follow up appointment. Bone marrow clinics run by a doctor and a clinical nurse specialist. Meet the team We have many specialist staff working in the outpatients department, these include: Doctors Clinical nurse specialist (CNS) Healthcare support workers. We also work closely with the radiotherapy and chemotherapy teams to ensure a seamless treatment pathway is delivered. The nursing team has been trained to administer oral chemotherapy, checking for toxicity and completing ongoing treatment assessments. The nursing teams also triage calls from patients that may have concerns about their oral chemotherapy. They assess and action any follow up or assessments that may be needed including arranging face to face assessments. Palliative care Our hospital-based specialist palliative care teams provide support for individuals, their loved ones and carers who are facing issues associated with an incurable advanced/progressive or sudden illness and are in the last year, weeks or days of life. Cancer prehabilitation We know being diagnosed with cancer can be very stressful and treatment can take many months. Cancer prehabilitation is a programme to prepare patients for treatment in terms of physical fitness, nutrition and emotional wellbeing. It maximises resilience to treatment, improves long-term health and overall quality of life. Scientific evidence shows that benefits include: Improved tolerance to treatment Reduced side effects such as fatigue, pain, anxiety and depression Improved quality of life Reduced complication rates Shorter hospital stays and fewer emergency admissions. Two programmes are available to patients from diagnosis onwards up to two years post diagnosis: Alvie A digital health optimisation programme focusing on boosting your fitness and energy, improving your nutrition and help you manage stress. Every newly diagnosed cancer patient within the Trust will be offered this programme. Living Well with Cancer in association with Impulse Leisure. There is also the option to attend a Living Well with Cancer face-to-face exercise programme, which is provided at seven venues across mid and south Essex. We work out how many nurses and midwives we need to be able to keep our patients safe by looking at how many patients we are caring for and how unwell they are. Twice a year we review the number of registered and unregistered nurses on all of our wards, as well as comparing our staffing levels with hospitals similar to ours. Every month we review how many nurses and midwives we should have had on our wards compared with the numbers we actually had. These reviews help us write a safe staffing report and recommendations which is shared with our Trust Board. Our Trust is committed to providing a safe environment for patients and staff, making sure that patients receive the right care at the right time by suitably trained staff. having plans in place to ensure that our wards are safely staffed. publishing information about our staffing levels monthly in line with the national guidance (NQB, 2016, NHSI, 2018). He has also served as interim Chair at Queen Elizabeth Hospital King’s Lynn and has chaired both acute and community healthcare boards. Andy has held an academic post as Professor of Corporate Leadership and has worked across sectors to improve governance, staff wellbeing, and organisational culture. Caroline Stanger Non-Executive Director, Trust Vice Chair (voting) Caroline is a specialist in healthcare leadership, organisational development and digital transformation. She has a nursing background and 25 years experience in the NHS, latterly working in strategic workforce roles. In addition to her Trust Vice Chair, Caroline works as an Associate Partner in IBM's Healthcare and Life Sciences Consulting Practice. Dawn Scrafield Chief Executive (voting) Dawn is a highly experienced, values driven senior NHS leader with a strong reputation as an effective problem solver, with drive, determination, energy and imagination to deliver high quality, cost effective services to patients. Dawn is a qualified and seasoned finance professional with over 27 years' experience at senior and board levels, with a successful track record of achievements operating as a Director and Deputy Chief Executive in complex multi-site NHS organisations. Prior to Mid and South Essex, Dawn supported the successful merge of Colchester and Ipswich Hospitals, to form East Suffolk and North Essex Foundation Trust. A strong team player with an excellent reputation for achieving significant results across a broad range of portfolios including, corporate leadership and strategy, financial improvement, performance management, and turnaround in challenged organisations. Selina Dundas Chief People and Organisational Development Officer (voting) Selina has a long successful career in Human Resources, mainly in central government, spanning 20 years. She joined the Trust in October 2022 where she was appointed as Chief People and Organisational Officer in July 2024. Selina also has a passion for helping large organisations develop a unified culture for the betterment of staff and the people they serve. Andrew Pike Chief Operating Officer (voting) Andrew has spent 35 years of his career in the NHS in Essex, with a wealth of experience in hospitals, primary care and commissioning. He has held several senior NHS management posts at board and CEO level, including overseeing the success regime for Mid and South Essex. Prior to joining Basildon and Thurrock hospitals as Managing director in 2018 , he spent five years as NHSE’s director of commissioning operations for the NHSE East of England. He assumed responsibilities as MSEFT COO in 2021. Dr Arshiya Khan Chief Operating Officer (voting) Arshiya has worked previously as the Managing Director at Devon and Cornwall Peninsula Health System. Christine Blanshard Chief Medical Officer (voting) Christine has held senior leadership roles in a number of acute trusts including Salisbury NHS Foundation Trust where she was Medical Director for nine years and acted as Gold Command for their highly-praised response to the Novichok poisonings. She then took on a regional role as Medical Director for Strategy and Transformation within NHS England South West and, most recently, was Chief Medical Officer and Deputy Chief Executive at Worcestershire Acute Hospitals NHS Trust. Sharon McNally Interim Chief Nursing Officer (voting) Sharon has had an exceptional nursing career spanning more than 30 years. She has previously worked as the Chief Nursing Officer and Deputy Chief Executive at The Princess Alexandra Hospital NHS Trust. Andrew Grimshaw Interim Chief Financial Officer (voting) Andrew has previously been the Chief Finance Officer at St George’s for eight years and has a wealth of experience in the health service, including as Acting Chief Executive of London Ambulance Service. Zephan Trent Chief Strategy and Transformation Officer (non-voting) Zephan joined us in September 2024, in a joint role with Essex Partnership University NHS Trust (EPUT), as Chief Strategy and Transformation Office leading digital services and strategy development across both organisations. He has a wide range of experience from senior roles in the NHS including strategy and policy development, strategic finance, transformation, analytics and business intelligence. Before his appointment to Executive Director of Strategy, Transformation and Digital at EPUT, Zephan was Director of Strategic Transformation / Locality Director at NHS England and NHS Improvement in the East of England, where his responsibilities included the regional mental health programme, the regional learning disability and autism programme, Integrated Care System development, and strategic change. Julie Smith Managing Director for Broomfield Hospital (non-voting) Julie has a clinical background, working as a radiographer and sonographer before moving into operational roles. She too has a wealth of board-level experience, most recently as CEO of Ashford and St Peter’s Hospitals NHS Foundation Trust. Cherry West Managing Director for Basildon Hospital (non-voting) Cherry started her NHS career as a healthcare scientist. She is a hugely experienced healthcare leader working at board level for 14 years. She has worked as an improvement director and also as Chief Operating Officer and Chief Transformation Officer at University Hospitals Birmingham NHS Foundation Trust. Fiona Ryan Managing Director for Southend Hospital (non-voting) Fiona has fulfilled a wide variety of clinical and operational leadership roles in her 30 year NHS career. Passionate about supporting clinical teams to achieve their full potential, Fiona is an enthusiastic and optimistic leader who strives to keep improving patient care as the focus. Lauren Barnard Executive Director of Corporate Governance and Trust Secretary (non-voting) Lauren joined the Trust in March 2022 and the Trust Board in October 2024. She holds executive responsibility for corporate governance, health and safety, sustainability and corporate support. Lauren has been in NHS governance for more than ten years, most recently at North East London NHS Foundation Trust where she was Director of Corporate Affairs and Sustainability, Executive Lead for the Health Way Foundation and governance lead for Essex Community Collaborative. Lauren was awarded Company Secretary of Year 2021 by the Chartered Governance Institute (UK and Ireland) for leading the governance workstream in the set up of Nightingale Hospital in response to the Covid-19 pandemic. Nicki Abbott Interim Managing Director for Women's and Children's (non-voting) Nicki joined our Trust in October 2023, bringing with her a wealth of experience in the NHS. Starting at St. Mary's Hospital post-graduation, her career has spanned a diversity of roles, including leadership positions highlighting her expertise in operational leadership. Nicki served as General Manager for Surgical Services at Basildon Hospital from 2007 to 2012. Four years later, she joined Barking, Havering, and Redbridge Trust as Divisional Manager for Women and Children, subsequently becoming the Hospital Director at Queen's Hospital. Nicki is particularly passionate about governance and ensuring that all voices are heard, including those of frontline staff, minoritized groups, and children. Dave Hughes Non-Executive Director, Senior Independent Director (voting) Dave is pursuing a portfolio career combining non-executive, and trustee roles following a highly successful senior executive career with British Telecom including over 15 years board level experience creating and transforming high technology businesses. Dave is passionate about helping the community by utilising the business skills he has developed to help other organisations, something he has already experienced as Deputy Chair of Papworth Hospital and a Director of Paradigm Trust, Vice chair of Health Tech Enterprise and as a Trustee of Let’s Talk Reading. Jill Stoddart Non-Executive Director (voting) Jill originally trained as a nurse and midwife and has 20 years of front-line clinical experience working in secondary care. Jill is currently Director at the Healthcare Quality Improvement Partnership (HQIP) and responsible for the strategic development, operation and leadership of the National Clinical Audit and Patient Outcome Programme (NCAPOP) commissioning 40 clinical audits on behalf of NHSE, the Welsh Government, other Crown Dependencies & Devolved Nations and the Department of Health and Social Care (DHSC). Previously Jill worked at the Royal College of Physicians (RCP) and was initially Director at the National Clinical Guideline Centre (NCGC) RCP where she led a team of research fellows, information scientists and health economists in evidence-based guideline development and has been involved in the development of multiple evidence-based chronic disease guidelines including systematic reviews, meta-analyses and health economics commissioned by NICE. Thereafter she was International Operations Director, Care Quality Improvement Department (CQID), RCP working on evidence-based translation and utilization initiatives across the Middle East Prior to her non-executive director (NED) appointment to the MSEFT Board (April 2025), Jill had been a NED at Mid Essex Hospital Trust (prior to merger) and advisor to the MSEFT Board post-merger. Ralph Jackman Non-Executive Director (voting) Ralph is a senior leader in change and continuous improvement. He has nearly 20 years’ experience in change management within Policing, including total organisational redesign of Norfolk Constabulary’s policing model through austerity. He continues to lead the design and delivery of large-scale organisational transformation to adapt the police service to the digital world, exploiting the opportunities of data and artificial intelligence to improve public service. A graduate of the College of Policing’s Strategic Command Course, Ralph is a member of the Joint Chief Officer Team for Norfolk and Suffolk Constabularies. He joined the Trust in April 2025 Aashish Khadia Non-Executive Director (voting) Aashish is the Director of Strategic Planning and Performance at the University of Leeds where he is responsible for the strategy development, implementation and monitoring, and business intelligence and data analytics. Aashish is passionate about making a difference, giving back to the community, and transforming lives. Aashish started his career in local government at Cheshire County Council before moving to the higher education sector. He has worked for a range of higher education institutions including University College Birmingham, St. George’s, University of London, Brunel University London, University of Bedfordshire, and the University of Leicester. In addition to his experience in strategy, planning and performance, Aashish has experience in risk management, business continuity, information assurance, and corporate governance. Nick Page Non-Executive Director (voting) Nick is a chartered accountant and has enjoyed a career of some 35 years spanning professional services and the investment industry. He was a partner in PricewaterhouseCoopers LLP in London where he advised corporate clients and private equity firms on investments and M&A, and CFO of London based AI-fintech Arabesque. He is currently also an independent director of QIC a sovereign backed fund of private equity funds in Kazakhstan, a Council member of the Institute of Chartered Accountants in England and Wales, and lay director of the Chartered Institute for Archaeologists. Lynsey Cross Non-Executive Director (voting) Lynsey brings a proven track record of driving substantial business and cultural change in complex, global organisations across Investment Banking, Wealth and Asset Management, Insurance, and the public sector. Her expertise includes managing intricate operational and digital change programmes, directing the integration of newly acquired entities and implementing cross geographical initiatives to rationalise cost, facilitate growth and increase profitability. Lynsey currently holds the position of Chief Operating Officer at Rothschild and Co Global Advisory. Prior to her appointment to the MSEFT Board, Lynsey served as an associate non-executive director at Basildon and Thurrock University Hospitals since September 2019. She has also been Chair of Diversity and Inclusion at the Insurance Institute London. Julie Parker Non-Executive Director (voting) Julie is an experienced non-executive director with strong finance and corporate governance expertise. She has been a Director of Resources and Finance with an excellent track record in providing strategic direction, strong financial management and effective support services. Her experience spans the London Borough of Haringey, Tower Hamlets and Barking and Dagenham. She has extensive audit committee experience including the Council for Licensed Conveyancers, Essex Fire and Rescue and Essex Police. Prior to her appointment to the MSE Board, Julie was a non-executive director of East Suffolk and North Essex NHS Foundation Trust and its predecessor Colchester University Hospital NHS Foundation Trust since April 2014. David Bacon Associate Non-Executive Director (non-voting) David is a Chartered Accountant (ICAEW) and prior to his retirement in 2024 had worked in the NHS for over 33 years with much of that time in senior finance roles. He started his NHS career in Leicestershire and for a number of years worked in a consultancy capacity in a variety of senior roles for NHS commissioners, providers and regulators across England. Immediately prior to retiring David had been the Director of Finance, Systems and Estates at Hertfordshire Community NHS Trust, a post he had held for six years. Throughout his career David has been an active member of the Healthcare Financial Management Association (HFMA) both at branch and national level, he is a Fellow of the HFMA and a former Eastern Branch Chair. David is also a Trustee/Director of Advantage Schools a Multi School Academy Trust operating in Bedford, Central Bedfordshire and Luton. We also carry out services at other smaller sites, such as Orsett Hospital, the St Andrew's Centre in Billericay which provides x-rays and blood tests, and Braintree Community Hospital where planned hip and knee surgery is carried out. Our specialist centres Our Trust also provides tertiary services from specialised units located at our three main sites. Our specialist centres deal with complex conditions and treatments: Basildon Hospitals is home to the Essex Cardiothoracic Centre (CTC) which offers a range of services for people who need specialist treatment for heart and lung conditions. The St Andrew’s Centre for plastic surgery and burns is located at Broomfield Hospital and provides specialist burns and plastic surgery care for adults and children. We are developing the Essex Cancer Centre at Southend Hospital, to extend and centralise the cancer services we provide to patients across the region. New 0300 telephone numbers Our services at Mid and South Essex NHS Foundation Trust will have new telephone numbers starting with the prefix of 0300 443. These numbers will costs no more than a normal call to a 01 or 02 landline number. When a phone number changes, our website, printed letters and any other material given to patients will be updated. Old phone numbers for key patient services will have a voicemail added to the line for a period of time confirming the new phone number for patients to call.
